东帝汶批准加入《亚洲及太平洋跨境无纸贸易便利化框架协定》

东帝汶政府批准加入《亚洲及太平洋跨境无纸贸易便利化框架协定》（Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific，下称协定）。该协定由联合国亚洲及太平洋经济社会委员会 (ESCAP) 倡导发起，于2015年4月启动谈判，2016年5月完成，先后有中国、俄罗斯、韩国、印度和印尼等近30个亚太经社会成员加入，已于2021年2月21日正式生效。

协定要求成员方努力为跨境无纸贸易确立国家政策框架，利用现有或创建新的跨境无纸贸易系统，实现电子形式贸易数据和文件交换，鼓励各方加快推动“单一窗口”系统建设并将其用于跨境无纸贸易。

2021年11月，东帝汶启动国际贸易单一窗口平台，整合有关部门涉及贸易环节职能，以标准化方式实现部门间信息共享，旨在通过单一窗口缩短清关时间，降低国际贸易成本，实现无纸化交易。

Timor-leste launched a single window platform for international trade to integrate trade-related functions of relevant departments and realize information sharing among departments in a standardized way. The goal is to shorten customs clearance time, reduce international trade costs and achieve paperless transactions through a single window.
